according to the Debian policy "Essential is defined as the minimal set of
functionality that must be available and usable on the system at all times,...
From my point of view this means: As long as you don't use your addon card,
everything should work fine (in case of problems this might be an issue of the
kernel module).
As soon as you use your addon card, you need more functionality which is
provided by setserial. At that moment you must install it and configure
everything accordingly.
So I am afraid that it is not possible to change the status of setserial
to essenrial.
If you don't mind I would close that bug and keep everything as it is
now.
