Thank you for reporting this bug. I am a little confused by the behaviour you describe. By default, fortune-mod installs fortune-min, which only contains english fortunes. Installing a database of fortunes matching your locale doesn't imply fortune will only pick those. Anyway, I tried to set ru_UA.utf8 as a locale and to install your same fortunes packages, but couldn't reproduce the bug.
