Workaround:

Use -d:
 -d  Force CRYPT encryption of the password.

# /usr/lib/squid/ncsa_auth /etc/squid/passwd
bob bob
Segmentation fault (core dumped)

# htpasswd -d  passwd bob
New password:
Re-type new password:
Updating password for user bob

# /usr/lib/squid/ncsa_auth /etc/squid/passwd
bob bob
OK
