The main goal of libpwquality feature in cryptsetup was that you have one common place to set up system-wide policy for passwords. (All system tools handling passwords must link to it.) That's how is done in Fedora (where libpwquality originated). See man pwquality.conf Otherwise I do not think every program should implement own pw quality checks. (And even here, it is only cryptsetup binary doing this, not libcryptsetup itself -> check is on higher level.)
