I can confirm that this bug report is still active and unresolved as of OCT-31-2005 using evolution 2.2.3-5. Has there been any investigation into the issue or any way of addressing it? I am currently having to use squirrelmail to respond to business contacts who choose to have images in their signatures. (And there are many who do.)
