IMHO the likely case for removal is aging of "updated debian/watch"
file(s). In many cases "debian/watch" files are maintained in packages
while additional debian/watch files becoming obsolete... I think many
maintainers accommodated Bart's improvements or introduced their own
changes. If PTS still show "updated debian/watch" reminder after when
watch file was updated in package then perhaps it is only natural to
consider removing additional watch file in order to get rid of
corresponding PTS warning...
