Chris saw the same problem and looking at strace we found this to work
around the issue:

  ln -s 
/usr/share/iceowl/extensions/[email protected]/timezones.sqlite 
/usr/lib/iceowl/

Could you double check if this helps? If so I'll add this to the
package.
