This gstreamer element should be part of gstreamer0.10-plugins-base which according to the meta-information in your bug report you seem to have the same version of as I do on my system. Could you try some of the workarounds mentioned in misc hits when googling for sound-juicer and the error message? For example the one in https://bugs.launchpad.net/ubuntu/+source/sound-juicer/+bug/1062332 Please report back if you try any workarounds and if they made any difference on this issue.
