Hello Ondřej Surý! Thanks for your bug report regarding php5 in bandwidthd-pgsql. I've just uploaded an improved version of bandwidthd to unstable, hopefully this version should take care of your issue (among others). (I downgraded the dependency to Recommends since not every user of this package wants to even use the provided php files. I didn't use an alternative to php5, since I believe they aren't supported in Recommends.)
