Looking at libdbd-firebird-perl build logs on armhf, for instance https://buildd.debian.org/status/fetch.php?pkg=libdbd-firebird-perl&arch=armhf&ver=1.11-1&stamp=1376374868 we see Setting up firebird2.5-super (2.5.2.26540.ds4-3) ... Created default security2.fdb All runlevel operations denied by policy invoke-rc.d: policy-rc.d denied execution of start. use gsec -? to get help Unable to complete network request to host "localhost". Failed to establish a connection. unable to open database dpkg: error processing firebird2.5-super (--configure): subprocess installed post-installation script returned error exit status 15 So firebird2.5-super fails to install if there's a local policy-rc.d layer that prevents the server from starting. This happens to be the case in chroots created with 'sbuild-createchroot', which seems to include at least all the armhf buildd ones.
