Please remove libcatalyst-plugin-unicode-encoding-perl from the archive. libcatalyst-plugin-unicode-encoding-perl has one reverse dependency, gitalist, which has been removed from testing due to problems with the current Catalyst version (see #665223 "gitalist: FTBFS: tests failed", #681435 "src:gitalist: not compatible with Catalyst >= 5.90013").
