Resolved by changing in /etc/default/pulseaudio "DISALLOW_MODULE_LOADING=1" to "DISALLOW_MODULE_LOADING=0"
because this parameter takes precedence over parameter "allow-module-loading" in /etc/pulse/daemon.conf
