No. texgyre fonts are not intended to replace the urw-base35 fonts for ghostscript. They merely provide added glyphs and better kerning for LaTeX and in the form of the OTF variants for other applications as well. Regarding falling back to texgyre fonts whenever an application requests a base35 font via fontconfig: This is already taken care of, c.f. #616419.
