Ah, I see now.  You use testing(-proposed-updates), not unstable.

The problem is that perl was updated in testing-proposed-updates.
This is a little weird and, unlike transitions in sid, it is
definitely not normal.  As a workaround, if you install perl from
testing (not testing-proposed-updates) then everything should work
well again.

This is the kind of situation that the "constantly usable testing"
team[1] has been working off and on at fixing.

Thanks for testing tpu packages --- too few people do that.  Hopefully
the suite will be healthy again soon.
