I can confirm the problem - scrolling in Wireshark does not work properly when using the oxygen GTK3 style, while it works fine for other styles (I tried Adwaita). Interesting enough, whether scrolling works or not depends on the mouse I use: With the touchpad two-finger scrolling, it works, but a USB mouse attached to my laptop doesn't scroll properly.
