I'm not wrong about the desire within the Debian community to use the dependency system properly when it is convenient. apt and dpkg track dependency by package, not by release. That decision was made intentionally. It is not a flaw in apt/dpkg. On the other hand, I notice I am barking on the wrong package. I will raise this bug on libgtk2.0-0. In gtk2, it is a much more severe compatibility error. I now understand why you are not as concerned about it, because gtk3 is currently an exotic upgrade for most users.
