If you want to load modules in a specific order then you blacklist them (man 5 modprobe.conf) to prevent udev to load them and then add them to /etc/modules. If you want to use autodetection then you should use udev rules to statically assign them to devices (doing this automatically should be a feature of the debian installer...).
