Ruby1.8 is now considered obsolete by upstream, who will provide any
support for it. As a consequence the Ruby Team is willing to remove it
from the archive for Jessie. See the page for the scheduled transition
toward ruby1.8 removal [0].

Since Wheezy, the default Ruby version is ruby1.9.1. Could you please build
the Ruby extension for subversion against the default version of the
interpreter?

Ruby1.9 support has been added to the 1.8 branch of subversion with
r1407206 in November 2012. But it has been reported [1] that this commit
applies cleanly on 1.7 branch and passes the tests.
