As I said, the proper long term solution I'll use is to package themes
in separate binary packages so that they do not get dropped on upgrade.

Unfortunately it might mean going through NEW for security updates which
has probably never been tried before...

Last time this happened I took care to do what I suggest above (+ add a
NEWS entry) to avoid breaking without advance notice but here I
missed it.
