This issue (pam_access failing with no tty) is also the cause for admin access failures for remote admin of cups. Since the cups login attempt has no tty it fails the auth request.
This completely disallows any remote admin if you want passwords as well. Current workaround is not to ask for passwords for admining the printers remotely. Not nice.
