your own package uses a deprecated tree layout for installing redmine plugins: it should not go anymore into vendor/plugins, but directly in plugins dir. The rake task for redmine has also changed, and should be invoked after installation of this plugin : rake redmine:plugins:migrate RAILS_ENV=production Please don't forget !
