I fixed the bug report. First, the package affected is gedit (which contains plugin "snippets") rather than gedit-plugins.
Second, the problem is not the missing dependency, which is in fact not required, but an obsolete "import cairo" statement, problem fixed by this patch: https://git.gnome.org/browse/gedit/commit/?id=43b1c02 Please apply it and sorry for the noise.
