The file /etc/default/rcS is inserted by the initscrips package when it is installed for the first time. As far as I know, there is no way to report this relationship to dpkg without also getting upgrade problems when the file is changed by the host administrator and the package maintainers. This is a long-standing wishilst bug against dpkg (#213907 and more).
