This side effect of the switch to libgweather was described in NEWS.Debian, but unfortunately that latter file did not make it into the upload. I am going to fix this. Concerning the fact that configuration is lost on upgrade, I am not sure this can be fixed, since locations are not represented in the same way in the old and the new version of the extension.
