For Ubuntu, I did make a quick analysis, what needs to be done for dependencies and build dependencies. This is tracked in https://launchpad.net/bugs/1243207
Nearly all packages already have alternative dependencies on either emacs24, emacsen, or emacs. The remaining packages which need fixing the dependencies are: egg emacs-calfw icicles psgml reportbug (suggests) sass-elisp wysihtml-el yc-el fixing of build-depends needed in asciijump debian-policy emms geiser magit mozart zshdb Is somebody tracking these already?
