It is really simple. When you build using `debuild -b` you may have
only some patches applied in source tree or you may have pending
changes that are not yet written to patch files using `quilt
refresh`. So you can build package, try it, and then refresh your
patches if they are ready. `debuild -b` just builds the package and
leaves patch management to you which is convenient when you need to
apply just some patches (but not all of them) or experiment with
source tree changes. I hope that makes sense.
