I noticed that this problem was caused by the configuration of the console-data package. For some reason, I had chosen console-data/keymap/policy: Don't touch keymap which, understandably, kept using the broken keymap. An easy way to fix this was to run "dpkg-reconfigure console-data" and choose "Select keymap from arch list". This was not immediately obvious to me as the error was triggered by the console-common package, but the configuration setting was in the console-data package. I do not know why I have chosen the wrong setting. Maybe it was a default setting in some version? The error message recommends using install-keymap, but I think one could also recommend "dpkg-reconfigure console-data" to a regular user. After all, this is a bit more user-friendly and requires no knowledge of keymap names and such.
