How does your
  /etc/avahi/services/squid-deb-proxy.service
file look like? It does contain the <service protocol="ipv4"> line I
assume? 

And if I read your log right, the _apt_proxy._tcp service appears
again after you did a manual restart of the avahi service, is that
correct?
