The requested file (jpeglib.h) is part of the IJG Jpeg compat ABI/API available in Turbo-JPEG. At the time being, these files are not package in Debian (see [1]).
Build Spice against the default libjpeg-dev package and then get a TurboJPEG version from somewhere [2] that ships .deb packages for the TurboJPEG libjpeg compat mode.
