Ah right, I see the problem - a stray call to db_stop got left behind
after moving the debconf stuff around.  I'll speak to the stable release
team about it, and see if we can get the one line pulled out.

It shouldn't harm anything, and is really a cosmetic bugfix, but you're
right - it shouldn't be there.
