This is a request to open (or better said, "reactivate") a dead mailing 
list.

According to this doc¹, I'm attaching the required information:

Basic purpose:
The main purpose of the list is to discuss and talk about La Espiral
(in English, "The Spiral"), a new project to restore the old Debian
online magazine which was focused on the Spanish speaking Debian
community, a place where to find easy tips and recipes to help users
in their day-to-day tasks. That said, the main purpose of the list
will be to establish a communication channel for all the things
involving the management of La Espiral magazine.

Interested audicence:
By now there are 7 people who want to lead this new initiative and
they are interested in reopening the old mailing list
([email protected]) because they see it as a continuation 
of the old project. As the project starts to be spread over Internet, it
is expected that more users become interested in collaborating by
writing articles for the magazine or sending small recipes, thus
increasing the audecience of the mailing list.

It would be nice to keep the same name of the original mailing list 
so the old users can recognize the project.

Rationale
Some chaps are planing to restore the old magazine and thus asked for
the mailing list to be active again.
