nevermind, I see its in libsvn-java and my problem is actually with
eclipse not launching java with -Djava.library.path set properly.
Adding 

"-Djava.library.path=/usr/lib/x86_64-linux-gnu/jni" to /etc/eclise.ini
fixed it

reassign eclipse-subclipse
