Libreoffice fails when ${HOME}/.config/ is not writable, see

This bug deserves a "normal" severity: it does neither affect build
daemons (which only build architecture specific targets), nor people
recompiling the package (who usually own ~/.config).
Work-around: change the owner or permissions of ~/.config if you need
the .pdf files, else comment in debian/rules the line containing
override_dh_auto_build-indep: $(PDF_FROM_ODT)
