I couldn't boot with 2.6.14, same reason, /dev/hda* were not being created. Then I noticed one message at boot saying that /dev/.udevdb was already present; luckily, the initrd was kind enough to drop me to a shell, where I moved away the .udevdb directory. I rebooted and it booted. Peter, do you get the same error when udev starts?
