Well, 'svn blame' is just an example.  'svn switch', switching between
branches, is another case where caching pristines that are not in
active use would be useful.  Some people switch between branches often.
(I don't, I usually use distinct working copies for multiple branches.)

As I said, I'm not sure whether there's a concrete plan to use these or
if it's still just "we really ought to think about doing this".

I hadn't thought of that.  Certainly major behavior changes that affect
a lot of users, or affect global administration of services, should be
noted in NEWS.Debian.  I'm not sure I'm convinced that this is such a
case.  I don't want to increase the useless stuff people who use
apt-listchanges have to wade through.
