initctl(8) says that "initctl reload" sends the job's process a
SIGHUP.

Some programs won't expect to be randomly sent SIGHUPs.

It should be possible to describe in the config file what should be
done instead - probably, a command a la pre-exec et al.  This would
also make it possible to reload abstract jobs, and tasks.
