Your analysis is not totally correct, there is a workaround attempting to reuse current configuration. But I see that the current solution is just crap and interacts badly after all. That comes out from a conflict of interests and attempting to kill two birds with one shot. I will strip this down let the debconf injected settins behave defensive and to work mostly on existing configuration, i.e. it's just CacheDir which I need to feed back into postinst.
