Practically, one approach for this is to:

* Detect whether the third-party ECMAScript libraries are installed before
  attempting to use them.

* Alter the code that generates the HTML report, to only attempt to use
  the third-party libraries if they are present.

* Generate HTML which uses unobtrusive ECMAScript, with HTML that works
  correctly without the third-party ECMAScript libraries.

The Debian package can produce a patch to make these changes, and submit
upstream.
