hotkey-setup has RC issues, causes harm (#544709), has been removed from some derivatives years ago (see http://bugs.debian.org/544709#50) and the maintainer also agrees that “it is time to remove this package from the archive” (see http://bugs.debian.org/483107#20). It’s not part of stable nor oldstable, and has been removed from testing over five years ago. Regards David
