That's what these are. /var/cache/man is private to man-db so there's no need for an elaborate safe temporary directory creation scheme; pid naming is good enough. And it needs to go under the same part of the directory tree so that renaming works even if somebody has put /var/cache or even /var/cache/man on a different mountpoint.
