OK, I was now able to reproduce this problem on a CentOS 6 VM with perl-5.10.1, with IO::All 0.39 directory, with kernel 2.6.32 and the glibc that ships with CentOS 6. So it seems like an old issue unaffected by the kernel and glibc and which was just uncovered recently.
