I suspect this is a side-effect of the fact that uploads don't go directly to proposed-updates. After the initial acceptance, dak installs the package to a "policy queue" called "stable-new". In order for the package to move from there to proposed-updates, a member of the release team has to create a "comment" file relating to the upload, and then rename it to match the convention required for dak to move the package in to p-u. As that latter step has not yet happened for libmicrohttpd (taking an educated guess at the package involved), the package is still in "stable-new", which may be confusing things.
