Subversion 1.8 introduced a means to configure the locale in which
mod_dav_svn hooks are run and to understand UTF-8 input/output (c.f.,
http://subversion.apache.org/docs/release-notes/1.8.html#hooks).  It
looks like this may address the issues you raised.

I hope to have a 1.8.x upload ready in a week or so.
