There is nothing really blocking the SpatiaLite transition, we're mostly waiting for the Release Team. But ideally we finish the GDAL transition first, because GDAL will need a binNMU for SpatiaLite 4.1.1. We still need a rebuild of osmium and libcitygml to depend on libgdal1h. The latter is now possible with the fixed OpenSceneGraph packages.
