I assume the scanner works properly in the same configuration on
Windows? Just to be sure it's not a hardware issue.

Then, could you please attach the files /etc/sane.d/dll.conf and
/etc/sane.d/dll.conf.d/hplip?

And provide the output of:

- sane-find-scanner
- scanimage -L
- lsusb
