Package: debian-keyring Version: 2013.12.13 README.gz doesn't mention debian-nonupload.gpg in the section "What the keyrings are". It should.
Also the description of debian-keyring.gpg should make it clear that if a program using the keyrings wants to authorise all DDs, not just uploading DDs, the program should use debian-nonupload.gpg too. Because of the possibility that this documentation lapse would disenfranchise non-uploading DDs, I think this bug should be taken more seriously than most documentation bugs.
