extra info, fixed it with : 
adding : 
/etc/insserv.conf.d/postgresql
$postgresql     postgresql 

/etc/insserv/overrides/bley

# Required-Stop:     $remote_fs $syslog postgresql

### END INIT INFO

and i did run: 
insserv -r bley 
insserv bley 

checked the /etc/rc2.d 
now bley is starting after postgresql
