It was an assumption "because LibreOffice is looking for one"
(development branch since 23 December 2013). I assumed that the
developer that made that had it working on his machine, which thus had
a glm.pc file.

OTOH, now that I think of it, it is more probable that the LibreOffice
developer only tested the "use the bundled copy of glm" scenario, not
"use the glm provided by the distro".
