Wikipedia has a nice description of how tactical voting works: http://en.wikipedia.org/wiki/Tactical_voting#Types_of_tactical_voting In the current example, a voter can rank insincerely her init system choices after #1, in order to give less chances to the one she would have ranked #2 sincerely. With only two realistic options (systemd / upstart), this problem doesn’t exist. But introducing more options on the ballot, it becomes possible to obtain a rigged outcome.
