Actually the ow-shell package should contain only

owget
owdir
owread
owwrite
owpresent
owexist (which strangely is not included in the debian package)

and I agree: it make no sense to have them dependent on tcl/tk.
(ow-shell programs are useful because they are small and self-contained.)

The tcl/tk debug scripts

owmon
owtap

should really go in a different package.

BTW they are just /usr/bin/wish scripts, therefore I would suggest moving them
to
a new *architecture-independent* package, with an explicit dependence on tk.

Stefano

(sorry that I missed owmon in my previous bug report.)
